Operating Room Nursing Assistants (OR Techs)

Location: Irwin Army Community Hospital (IACH), Fort Riley, Kansas

Work Schedule: HCP's shall work mix of eight (8) and twelve (12) hour shifts. Services are provided 24/7 with a mix of military, civilians, and contract HCP's. The shifts hours are as follows: 8 Hour Shifts (weekdays): 0715-1545 1500-2300 2300-0700; 12 Hour Shifts (weekends): 0700-1900 1900-0700

Qualifications:

C.1.4.1.1 The employees shall be a qualified Operating Room Technician or Surgical Nursing assistant with a valid Certified Scrub Technician (CST) Certificate.

C.1.4.1.2. Have and maintain current Basic Life Support (BLS). The American Heart Association Basic Life Support for Healthcare Providers and the CPR/AED for the Professional Rescuer is the only program accepted.

C.1.4.1.3. Have at least one (1) year experience within the past five years routinely practicing as an OR technician.

C.1.4.2. The Contractor shall ensure that all contract employees performing under this contract shall meet the following requirements:

C.1.4.2.1. Possess skills sufficient to efficiently produce reports and correspondence as required in the performance of this contract.

C.1.4.2.2. Successfully complete a criminal history background check.

C.1.4.2.3. Able to read, write, and speak English well enough and enunciate with sufficient clarity to effectively communicate with patients, nursing staff and other healthcare providers.

C.1.4.2.4. The Contractor shall not employ any individual to provide direct health care services who is listed on the Health and Human Services (HHS) list of personnel excluded from Federally funded health care programs. The list may be found at [Register to View]

C.1.4.2.5. Contract employees shall be a U.S. citizen or otherwise meet the requirements of AR 25-2, Information Assurance.

C.1.4.2.6. Contract employees shall not have been convicted of a felony.

C.1.4.2.7. Contract employees shall successfully complete a criminal history background check in accordance with paragraph

C.7.3. of the Performance Work Statement (PWS). C.1.4.2.8. Possess sufficient initiative, interpersonal relationship skills and social sensitivity such that the HCP can relate to a variety of patients from diverse backgrounds.

C.5. SPECIFIC TASKS. The OR nursing assistants/technicians will be assigned to a primary duty location; however, OR nursing assistants/technicians may be reassigned within the medical treatment facility as necessary. As surgery caseload changes, the COR or his/her designee, will make the decision to move the provider to another location within the medical treatment facility. OR nursing assistants/ technicians shall perform essentially the same duties as those required of any military or government civil service OR nursing assistant /technician of similar experience and in similar duty assignments.

Duties include but are not limited to the following:

C.5.1. Provide support for surgical procedures ranging from routine (e.g., appendectomy, myringotomy, herniorrhaphy) to complex high risk (neurosurgery, thoracic, cardiovascular, orthopedics) or trauma (multisystem involvement due to vehicular accidents, gunshot, knife wounds) cases. Exercise the universal precautions set forth by the Centers for Disease Control when providing direct patient care and/or indirect patient care involving possible exposure to contaminated items at IACH.

C.5.3. Reserved.

C.5.4. Position or assist in positioning patients and draping the patients for the specific procedure; secure patients as required.

C.5.5. Follow preoperative nursing care plan in preparing patients and OR. May be required to shave operative areas.

C.5.6. Select, assemble and organize required supplies, equipment and instruments for specific surgical procedure in accordance with operative work sheets, physician preference card and/or conferring with physician or charge nurse.

C.5.7. Hand instruments to the surgeon during the procedure by anticipating the surgeon's needs. C.5.8. Maintain alertness for complications developing during surgery such as hemorrhage, shock and cardiac arrest and immediately supply instruments, drugs and supplies to correct the conditions.

C.5.9. Take sponge, instrument and sharp counts; measure blood and fluid loss.

C.5.10. Assist with application of dressing.

C.5.11. Obtain sterile supplies, sutures, dressings, linens, etc., for the specific procedure; open instrument sets, pour solutions, set up and adjust equipment such as electric coagulator, electric bone saw and drill, operate microscope, air power drills, defibrillators and resuscitators, make suction connections and adjust operating lights.

C.5.12. Reserved..

C.5.13. Obtain supplies needed during surgery such as blood, drugs, solutions, instruments and additional sterile supplies.

C.5.14. Prepare specimens for laboratory; properly label specimens, record information in specimen book and take specimens to the laboratory.

C.5.16. Be responsible for aseptic technique maintenance during the process of preparing for and assisting in the surgical procedure.

C.5.17. Clean OR after surgery; remove and dispose of soiled and/or contaminated materials; change linen, wash, disassemble, sterilize and reassemble instruments.

C.5.18. Replenish sterile packs, general supplies and restock shelves after using items.

C.5.19. Set up and perform first echelon maintenance on all OR equipment.

C.5.20. Orient and train newly assigned personnel and students; explain OR procedures and requirements, identify and explain use of surgical instruments and equipment, sterilization techniques and aseptic procedures.

C.5.21. The employee should have experience being the operating room technician in the following services but are not limited to the following. Orthopedics GYN/OB General Surgery ENT OMFS Podiatry

C.5.22. The employee shall abide by hospital bylaws and DOD and Medical Department regulations with regard to Utilization Review and Quality Assurance directives, including but not limited to in-service training maintenance of records, utilization, review, performance evaluation, release of medical information and credentialing.

C.5.23. Government Quality Assurance (QA). The Government will monitor the employee under this contract using the Quality Assurance established by the MTF and pursuant to the Inspection of Services Clause. Additionally, the employee’s performance is subject to scheduled and unscheduled review by the QA as defined by the Medical Treatment Facility (MTF) QA Plan and AR 40-68.

C.5.24. Maintain proper and timely medical records on beneficiaries to whom treatment is provided in accordance with Army Regulation 40-66, Medical Record & Quality Assurance Administration. All records generated in the performance of this contract will remain the property of and subject to exclusive control of the Government.

C.5.25. The employee shall abide by MTF regulations and requirements concerning the nature of limited privileged communication between patient and health care provider as may be necessary for security and personal reliability programs.

C.5.26. The employee shall abide by MTF regulations concerning the confidentiality of patient records, as embodied in federal statutes including the Privacy Act of 1974, and the Drug and Alcohol Abuse Acts.

C.5.27. The employee shall not use patient care rendered pursuant to this agreement as part of a study, research grant, or publication without the written consent of the MEDDAC Commander.

C.5.28. The employee shall make use of all available equipment, supplies and services (specialty consultations, ancillary and administrative services) for the optimal care of the patients.

C.5.29. The employee shall be responsible for completion of all medical records of patients who receive care from health care providers under this agreement. The employee shall maintain inpatient and outpatient medical records in accordance with AR 40-66 and closeout all records within 72-hours. Medical records will be subject to review by the Medical Records Review Committee, Quality Assurance Committee and designated representatives of the Commander, USA Medical Department Activity.

C.5.30. Respond to mass casualty situations in accordance with hospital procedures.
