Job Description

Overview

The services required on this Task Order are under the following special program: The Transgender Health Medical Evaluation Unit (THMEU) provides centralized case management and clinical services for uniformed members undergoing in-service gender-transition to include confirmation of gender dysphoria diagnosis, validation of all medical treatment plans, gender affirming surgeries, and requests for gender marker change.

Pay rate: Up to $85K/year

Scheduling: Normal hours of operation will generally be a 9-hour workday, with a 1- hour unpaid meal break, Monday through Friday. Specific hours and days of work may vary week-to-week and throughout changes in seasons, but never to exceed 80 hours every two weeks. Any deviation to these days and times will be only as authorized by the CO and/or COR. Shifts will not exceed 12 hours in length with a minimum of 12 hours between shifts, which include a 1 hour unpaid meal break.

Travel: Occasional travel may be required to obtain professional development such as education, training, seminars, conference attendance, and Transgender Health site visits as it relates to Transgender Health field.

Duties

  • Coordinate appropriate referrals to community and other Government agencies for
  • Utilize distinct expertise to integrate Case Management (CM) and utilization management (UM) and integrating nursing case management with social work case management.
  • Independently assess the psychosocial functioning and needs of patients and their family members and formulate and implement a treatment plan, identifying the patient’s problems, strengths, weaknesses, coping skills and assistance needed, in collaboration with the patient, family and interdisciplinary treatment
  • Independently conduct psychosocial assessments and provide psychosocial treatment to a wide variety of individuals from various socio-economic, cultural, ethnic, educational and other diverse
  • Use medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical
  • Implement treatment modalities in working with individuals, families and groups who are experiencing a variety of psychiatric, medical and social problems to achieve treatment
  • Independently provide counseling and/or psychotherapy services to individuals, groups, couples, and families. Must practice within the bounds of the license or certification. Services provided may include in-person interaction or through virtual health modalities
  • Provide consultation services to other staff and command teams about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment.
  • Participate in professional peer review case conferences, research studies, or other organizations required at the MTF.
  • Provide transgender education to healthcare professionals as needed to include, but not limited to, didactic lectures, case-based learning, virtual grand rounds, and precepting students/residents/fellows, across small and large group settings to include conferences.
  • Travel to DOD/DHA locations to provide education and training to clinical personnel within the scope of HCW’s specific expertise in caring for the THMEU population. May attend only if directly supporting the provision of education/training for transgender healthcare and policy.

Qualifications
  • Degree/Education: Master’s degree in Social Work/ Graduate from a School of Social Work fully accredited by the Council on Social Work Education (CSWE).
  • Certifications: Basic Life Support
  • Experience: Two (2) years of clinical competency within the past two (2) years is required. One year of transgender healthcare experience is preferred, but not required.
  • Licensure/Registration: Current, full, active, and unrestricted
  • Continuing Education: Must attend continuing education annually to ensure continued awareness and expertise in clinical advances and best practices for gender-affirming healthcare. Course must be reviewed and approved by THMEU Director and 59 MDW Education and Training (E&T) section (per The Joint Commission E&T inherent Roles) to meet the educational goals of the THMEU mission.

Conferences must have/offer at least 6 Continuing Education hours daily, pertains to ones AFSC or equivalent licensure requirement as well as cost effective (meaning if its local must obtain locally), no cruises/oversees permitted.

IAW DoD Conference Policy 4.0, section 3 (c (1) and (2) For conferences estimated to cost $3,000 or more per attendee or $600 or more per day per civilian employee or military member, approval is delegated to officials who are at the grade of O-5, GS-14, or equivalent, and at least one level above the supervisors with normal TDY/TAD approval authority for such employees or military members, consistent with organizational guidelines.

For conferences estimated to cost less than $3,000 per attendee and less than

$600 per day per civilian employee or military member, and for no-cost conferences, approval authority is delegated to supervisors with normal TDY/TAD approval authority, consistent with organizational guidelines.

For purposes of determining the costs per day, all costs, including travel costs, must be averaged over every day on which a substantive portion of the conference occurs. A “day” does not include days on which only travel occurs and/or the only conference activities are non-substantive, such as welcome receptions and social activities. Registration fees for conferences are allowable and will be considered part of travel associated costs.
