Job Description

The Alternate Lead Designated Psychologist assists the Lead Designated Psychologist in supervising the psychological evaluation process and designating which components may be performed by other qualified personnel.


Responsibilities

  • Stand in for and cover for the Lead Designated Psychologist in their absence as needed.
  • Ensure that psychological evaluations and assessments performed by self and other contractor psychologists are in accordance with Department of Energy (DOE)/OST HRP and all other relevant Federal employment program requirements.
  • Assess the psychological fitness of HRP candidates and HRP­ certified individuals for HRP duties, including specific work settings and recommending referrals as indicated.
  • Provide referrals for psychiatric, psychological, substance abuse, or personal or family problems, and monitoring the progress of individuals so referred.
  • Conduct and assist the Lead Designated Psychologist in coordinating and monitoring Annual Psychological Evaluations, Extended-Annual Psychological Evaluations, Monitoring Psychological Evaluations, and Special Psychological Evaluations conducted by Designated Psychologists at all OST sites.
  • Conduct psychological evaluations to integrate data from multiple sources, including semi-structured interview, psychological testing (MMPI-2/PAI), supervisor reports, military documentation, Department of Veterans Affairs rating decisions and associated documentation, and other relevant external documentation.
  • Develop and support quality assurance and risk management protocols, involving but not limited to, reviewing work for formatting, technical accuracy, completeness, and specificity of how information is reliably conveyed to the SOMD
  • Ensure that employees undergoing psychological evaluations receive appropriate guidance and referrals (e.g., Employee Assistance Program, private insurance) regarding personal issues and problems, as necessary.
  • Attend agency conferences, meetings and/or trainings, which may require out of town travel.
  • Provide program consultation for high-risk individuals and situations, including risk management planning with OST leadership, HRP Management and Certifying Officials, and legal counsel.
  • Testify as a psychological expert witness during HRP Administrative Review Hearings where an individual’s HRP certification may be revoked
  • Prepare formal behavioral consultations for HRP Management and Certifying Officials, as well as OST leadership, via HRP Derogatory File Reviews.
  • Develop and deliver trainings/briefings to raise awareness of organizational and psychological issues that may compromise fitness for duty, safety, and security.
  • Other duties as assigned

Qualifications

  • Doctoral degree from a clinical psychology program that includes a one-year (1) clinical internship approved by the American Psychological Association or an equivalent program.
  • Minimum of three years (3) postdoctoral clinical experience with a major emphasis in psychological assessment and testing.
  • Have a valid, unrestricted state license to practice clinical psychology in the State of New Mexico.

Knowledge, Skills and Abilities:

  • Professional knowledge of clinical psychology diagnostic practices and evaluation methodologies.
  • Must be able to meet the applicable HRP instruction and regulatory requirements.
  • Ability to Obtain a DOE-Q Level Security Clearance.
  • Ability to gain approval/nomination from OST/NNSA/DOE Headquarters to work in the capacity of Alternate Lead Designated Psychologist.
  • Experience in forensic, police & public safety, and/or military psychology, recommended.
  • Knowledge of the administration and interpretation of psychological tests, such as the Minnesota Multiphasic Personality Inventory and the Personality Assessment Inventory for purposes of mental health assessment
  • Knowledge of the Human Reliability Program requirements to work with OST employees, management and HRP officials on issues that require professional psychological assessments and evaluations.
  • Proficient computer skills including use of computer software applications for drafting documents, data management, and tracking, especially those programs in use by DoD. Ability to Obtain a DOE-Q Level Security Clearance.
  • Ability to gain approval/nomination from OST/NNSA/DOE Headquarters to work in the capacity of Alternate Lead Designated Psychologist. (Word, Excel, Outlook, PowerPoint).
