Job Description

Overview

Contract Optometrist providing services under this contract shall perform the same clinical duties as those required of any military or government civil service physicians of similar experience assigned to the same unit at the MTF. The quality of service shall meet or exceed reasonable standards of professional practice as determined by the same authority that governs physician services in the same discipline. Contract Optometrist shall perform within the scope of clinical privileges granted by the MTF and the overall demand for Ophthalmology services. Productivity is expected to be comparable to that of other providers with the same scope of practice. Workload will be scheduled by the treatment facility. Caseload includes scheduled and unscheduled requirements for care. Any cancellation of patient schedules requires approval of Chief, TBI/IS. Optometrist shall have sufficient training/experience to be able to perform the required duties which include, but not limited to the following:

Responsibilities

  • Shall perform specialized ocular diagnostic procedures that shall include, but not be restricted to, dilated retinal examination, cycloplegic refraction, gonioscopy, and visual field analysis by automated perimetry, and corneal topography.

Shall perform all aspects of comprehensive primary care optometry including the following:

  • Preoperative and postoperative management of refractive surgery patients. This may require Optometrist to see postoperative patients on Saturdays on an infrequent basis. Scheduled Saturday clinic time will be billed as excess hours.
  • All aspects of routine and specialty contract lens care.
  • Coordinate with other departments of the medical center staff to provide complete care to patients.
  • Technically oversee care provided by military and civilian support personnel including refracting technicians.
  • Provide and document medical advice to patients by telephone as appropriate and in accordance with MTF protocols.
  • Attend periodic meetings of department staff to review and evaluate the care and treatment provided to patients. Review compliance with the MTF quality control program and the standing operating procedures of the MTF. Participate in clinical and quality review processes as determined by the CRDAMC policy.
  • Participate in clinical research directed by the Department Chief.
  • Provide clinical education and instruction to optometry students, residents, and visiting clinicians rotating through the Ophthalmology Services of CRDAMC.
  • Perform administrative tasks associated with the clinical operation in accordance with those of a credentialed provider.
  • Provide neuro-optometry care and rehabilitation.
  • Referral criteria on ocular pathology will be provided by CRDAMC Ophthalmology Service. If the CRDAMC Optometrist is unavailable to consult on an ocular emergency, the patent should be referred to the CRDAMC Emergency Room.
  • Take part-clinic Quality Assurance Program as required meeting the standards of the Joint Commission on Accreditation of Healthcare Organizations.
  • Provide clinical direction to supporting government personnel assigned to their area during the performance of clinical procedures.
  • Complete all necessary documentation according to Joint Commission and Medicare standards to include computer data entry on all patients and close out encounter by the required time.
  • Consult with supervisor and/or colleagues, which are normally available, regarding problems either professional or administrative.
  • Interact effectively with patients and health professionals to maintain a high quality standard of health care.
  • Participate in Trauma Care, Discharge Planning, Utilization Management, Continuous Quality Improvement, Risk Management, Multi-Disciplinary meetings, and other vital functions.

Qualifications

The contract health care provider shall have the required recent experience and documented current competence in the clinical setting to perform the tasks and procedures. The contractor shall meet the following minimum qualifications.

  • Meet all licensing/certification requirements to perform as an optometrist in accordance with requirements of this contract.
  • Have and maintain a valid, unrestricted license to practice medicine from one of the 50 states in the U.S. or the District of Columbia, Puerto Rico, or the U.S. Virgin Islands and a current Drug Enforcement Agency (DEA) registration number (certification).
  • Doctorate in Optometry from an accredited college approved by the Council of Optometric Education of the American Optometric Association.
  • Shall be board certified or board eligible in Optometry.
  • Have one year of recent (within the past two years) post licensure experience.
  • Must have one year experience in refractive surgery co-management.
  • Prefer Neuro-Optometry training.
  • Must be able to obtain and maintain privileges at Carl R Darnall Army Medical Center (CRDAMC) through approval of the Credentials Committee.
  • Shall be able to read, write, and speak English well enough to effectively communicate with patients and other healthcare providers.
  • Shall have current Basic Cardiac Life Support (BCLS) by way of an American Heart Association approved training program. This certification shall be maintained in a current status at all times while performing services under this contract at the HCP’s or contractor expense.
  • Shall possess sufficient initiative, interpersonal relationship skills and social sensitivity such that he/she can relate constructively to a variety of patients from diverse backgrounds.
  • Graduates of foreign medical schools are required to possess both a medical license and other certification by the Educational Commission for Foreign Medical Graduates (ECFMG) or 5th Pathway.
  • Shall be required to meet Continuing Medical Education (CME) requirements.
  • The contractor shall ensure contract HCPs have received Occupational Safety and Health Administration (OSHA) required training for the position in which they will perform, and that training currency is maintained. Documentation of such training shall be provided to the Contracting Officer’s Representative (COR).
  • Position requires access to Department of Defense computer systems, therefore provider shall be a U.S. Citizen or otherwise meet the requirements of AR 25-2.
