Scope:

The Government’s objective is to develop a strategy to provide surge medical laboratory staffing for three government-owned COVID-19 mobile medical laboratories that will be deployed to multiple CONUS military locations in support of installation military treatment facility (MTF)/ hospital/clinic laboratories. The Government will move and set up the mobile laboratories and the mobile laboratory will operate as a satellite at the installation MTF/hospital/clinic laboratory. Each mobile laboratory consists of a 20’ ISO container configured with an 18’ expandable section and contains two 4’ A2 Biological Safety Cabinets (BSC), two Cepheid GeneXpert 16 systems, computers, refrigerator and freezer. All tests for the Cepheid GeneXpert 16 systems and associated consumables will be provided by the Government.

The Government expects each mobile laboratory to process 32 COVID-19 tests per hour. Anticipated samples for processing may range from 1,000 to 4,500 and all samples would need to be processed in a specified timeframe such as 4 to 7 days. Depending on the expected volume and timeframe, continuous operations may be required to achieve the objective. An example of a potential requirement would be surge staffing for one mobile medical laboratory (capable of 32 tests per hour) at Fort Irwin to process 4,500 samples in 7 days.

Qualifications:

· Properly certified personnel capable of analyzing COVID- 19 clinical samples.

· Continuity of staffing when the mobile labs are required to relocate to various locations within the continental US.

· Knowledge of preparing COVID- 19 clinical samples for analysis on a molecular diagnostic system and ability to be trained to operate the Cepheid GeneXpert 16.

· Ability to safely operate within a mobile laboratory environment to a biological safety level 2 standard.

· Ability to gain access to military bases and must follow, security, environmental, cyber, and travel regulations.

The goals of the RFI:

· Gain knowledge of common business practices for surge mobile medical laboratory staffing.

· Obtain feedback regarding feasibility of the described surge mobile medical laboratory staff requirement (challenges, limitations, costs, etc.).

· Identify strategies to staff the COVID-19 mobile medical laboratories.
