LOCATION: Ithaca, NY

Summary:
Responsible for all administrative aspects of clinical patient care and support activities within the Hospital's Behavioral Health and Substance Addiction Rehabilitation Services.
Implements policies and procedures including definition of clear lines of responsibility and accountability within departments and various levels of personnel.
Together with the Medical Director, this position is accountable for maintaining the quality of patient care services and providing direction and support to staff at all levels.
As a member of the Hospital’s Management Team, the Director will carry out a wide array of internal and external leadership roles to foster the success and mission of mental health programs.
Responsibilities:
-Provides leadership and direction to key management and clinical staff for the implementation and continued efforts of Performance Improvement.
-Responsible for the management of all staff and direct supervision and professional development of assigned clinical, managerial and support staff, i.e., program coordinators, nursing managers, psychiatric social workers, therapy staff, activities staff, secretarial staff and psychology staff.
-Provides and coordinates needed operational support for the Department of Psychiatry staff, Department of addiction rehabilitation Services staff. Appropriately involves the medical staff (psychiatrists) and other Hospital medical staff in decision making processes to promote quality patient care.
-Maintains a working knowledge of all professional and policy developments that influence and impact on the operations of all mental health programs.
Familiarity with the requirements of the JCAHO, HCFA, NYSDOH, NYSOMH, NYS Mental Hygiene Law, Mental Hygiene Legal Services, NYS Commission on the Quality of Care for the Mentally Disabled, NYS OASAS, NYS Justice Center and any other federal, state, and local regulatory agencies is essential.
-Responsible for the compliance of the Behavioral Health Services and Addiction Rehabilitation Services with all State and Federal rule, regulations required for continued ongoing certification and license of the Inpatient Behavioral Health Services units.
-Responsible for the financial planning and monitoring of the department’s budgets. Educates and works closely with subordinate staff to maximize patient care revenues and minimize operational expenditures.
-Develops and implements policies and procedures for the department to ensure effective and efficient operations and beneficial patient care services. Responsible to monitor and administer policies, which include most areas of routine departmental operations.
-Ensures that there is communication and a strong working relationship between the managers providing psychiatric nursing and other Hospital-wide nursing managers and services. Various nursing policies and procedures need to show one level of care and consistency throughout the Hospital.
-Assists the in the recruitment and retention of psychiatric and addiction treatment Medical staff.
-Defines and implements with the Medical Director, psychiatric and addiction assessment and treatment services provided in the Emergency Department, Medical/Surgical Units, and SNF. Manages the support personnel and operations to accomplish these objectives.
-Develops and maintains an appropriate quality assurance program involving and educating staff at all levels of the planning, data collection and monitoring steps. Fosters a process which includes the Performance Improvement philosophy and involves other departments in the Hospital.
-Coordinates and monitors all activities associated with students performing internships and maintains appropriate contracts with academic institutions.
-Coordinates the preparation of all reports and data as required by the Hospital, and system and external agencies.
-Pursues membership on community advisory boards and committees which fosters the mission and interests of the hospital and mental health department.
-Attends and participates in Hospital-wide committees and ad-hoc groups.
-Reviews and approves all clinical programming and staff responsibilities and/or assignments within the programs.
-Facilitates departmental meetings, which will include all disciplines and support staff, for the purpose of effective communication of changes and information and to involve staff in the review and planning of certain aspects of operations.
-Ensures the confidentiality and respect of all patients and that the physical environment is safe and healthy for patients, staff, visitors and volunteers.
-Responds to “Court Hearing Requests” and “72 Hour Notices to Leave” for psychiatric inpatients. Assures that appropriate contacts and paperwork are completed with the Hospital’s attorney, Mental Hygiene Level Service and the patient’s family / significant others.
-Promotes and fosters the mission and philosophy of the Hospital and Health system in the execution of the job duties and community activities.
-Actively supports and participates in the Hospital's Performance Improvement endeavors.
-Maintains the continuity of the service relationship with all insurance companies where required for continued approval of payment for services to enrolled clients, both for the hospital and psychiatrists enrollment in insurance networks as an approved provider.
-Oversees the services utilization review and case management function to insure compliance with all participation requirements of Insurance and Managed care organizations covering the hospitals services and participation with the Regional Behavioral Health Organization as designated by NYSDOH- OMH and OASAS.
Requirements:
Master’s level degree in Social Work, Nursing, or other related field with Experience in Mental Health Administration or Hospital Administration, meeting the requirements of Administrator of inpatient psychiatric Services under NYSCRR Title 14 Part 580 Operation of Inpatient Psychiatric Units in a Community Hospital and NYS operational directors requirements as specified by OASAS.
Current NYS Registered Nurse or Social Work (LMSW) license.
Membership and/or Certification in the National Association of Mental Health Administrators preferred.
Minimum of five years’ experience in the management of mental health programs, either inpatient or outpatient, three of which includes direct supervision of employees and interaction with psychiatrists.
Experience with financial and personnel management in a healthcare setting.
Understand Performance Improvement as it relates to improved patient care services and staff team development.
CPR and BLS required within 90 days of hire date.

Schedule is Monday through Friday day shift hours
Position is over the Addictions Rehab Unit (14.6 FTE including a Director on the ARU) and the Behavioral Science Unit(30.69 FTE including a Director of Nursing on the BSU)
Compensation is based on experience and the range starts at 100K and goes up with experience and the facility offers full benefits and a relocation package as well.
