Job Description: GTW Consultants & Associates, LLC. is currently recruiting for a Beneficiary Services Representative (PEBLO) to work at Randolph Air Force Base in San Antonio, Texas.


Summary:
This individual serves as the Physical Evaluation Board Liaison Officer (PEBLO) in the Medical Evaluation Board (MEB) program. Provides information to active duty and Reserve Component members (Reserve and Guard) and commanders on program requirements, military benefits, legal rights, and the appeals process. Coordinates Aeromedical evacuation or other patient travel requirements, Temporary Disability Retirement Listings (TDRL), fitness for duty determinations, lines of duty and other program requirements related to the Disability Evaluation System (DES). Provides PEB findings to service member and medical staff.

This "PEBLO- position is unique in that it is located at the Air Force Personnel Center (AFPC) headquarters level, instead of at a specific local Medical Treatment Facility (MTF). This contract employee will interact on a daily basis with the PEBLOs and select medical staff representatives from the majority of the 82 Air Force MTFs, and will interact frequently with the Air Force Medical Operations Agency (AFMOA) and Major Command (MAJCOM) Surgeons' offices.

Due to the unique differences between the scope and mission at the headquarters level versus the MTF level, the following qualification, systems/procedural, and task modifications are necessary:

Essential Duties and Responsibilities:

Unique Military Health Care Computer Systems/Procedures:

The contractor shall use the Disability Counseling Guide for Physical Evaluation Board (PEB) Liaison Officers (PEBLO) provided by the government. The government will advise the contractor of updated material necessary to accomplish duty tasks.

In order to understand the Medical Evaluation Board/Physical Evaluation Board program elements, it is required that the individual will complete the Air Force Personnel Centerís PEBLO training online or in residence, as available. Preliminary training will be provided by a trained PEBLO after the start of work.

Plans and completes necessary MEB process activities from the time of notification of the need to evaluate an active duty memberís fitness for duty until a disposition is made by the Secretary of the Air Force Personnel Council.

Responsible for obtaining, assembling, and forwarding all documents and records required by the PEB.

Receives and responds to inquiries from beneficiaries, DoD Components, other agencies, and various interested parties.

Coordinates with appropriate points of contact throughout the MHS, the line of the Air Force agencies, (i.e. Military Personnel Flights, Comptroller, Transportation, Aeromedical Evacuation) and the Department of Veterans Affairs (i.e. Veterans Benefits Administration [VBA] and Veterans Health Administration [VHA]) to best meet the memberís needs for information or assistance.

Assists the medical professional staff and other staff members on the regulatory and procedural aspects of profiling and disability processing. Provides MEB orientation program and on the job training for assigned staff personnel as required.


Extracts, maintains and analyzes statistical data from various disability evaluation system sources.

Briefs the Commander and other staff members.

Assures necessary arrangements are made for members to travel on temporary duty status to and from other locations as required.

Updates local program documentation, i.e., patient handouts, training documents, checklists, operating procedures, etc.

Advises service member and medical staff on PEB findings.

The contract employee shall professionally respond to a minimum of 400 combined e-mails, phone consultations, and face-to-face communications monthly.


The contract employee will provide information to PEBLOs and providers/support personnel at 82 Air Force MTFs in reference to MEB screening processes, assignment limitation codes, deployment and PCS waivers, assignment availability codes, Review-in-lieu-of-MEB (RILO) suspenses, RILO findings, patient squadron assignments, medical holds and elective surgeries within the last six months of service.

The contract employee will receive and prepare MEB packages for adjudication by downloading cases from the centralized electronic data system, creating electronic files, editing and preparing previous adjudication documents, and verifying/notating information in MiIPDS, and routing documents to MTFs when applicable.

The contract employee will screen, review, manage, proofread, sort, process, track, record and file Initial RILO, Modified RILO, Annual RILO, and "return without action" response packages, and will do likewise with elective surgery and medical hold cases, working closely with other AFPC agencies to ensure appropriate administrative actions are applied.

The contract employee will provide assignment support for I-IQ/AFPC assignment officers/functionals whenever an assignment is being "held" or otherwise modifies due to medical reasons.

The contract employee will carefully utilize tracking mechanisms to record work flow and number/type of files processed in order to support reliable AFMS and AFPC data measurement.

Supervision:
This position does not have any supervisory responsibilities.


Minimum Qualifications:
Mandatory knowledge and skills.

Expert knowledge of the TRICARE and DES program policies and reference manuals.

In-depth knowledge, experience, and training to handle and solve complex cases that arise when addressing fitness for duty or physical disability evaluation issues.

Tact, diplomacy, and restraint in counseling and explaining entitlements, benefits, and responsibilities to all customers.

Master of oral and written communication and customer service principles, methods, practices and techniques analytic methods, to include using research tools and statistical analysis and, interpersonal relations practices.

Knowledge of basic principles and practices relating to the entire military healthcare delivery system.

Knowledge of DES processing regulations, instructions, procedures, and policies to assure timely case processing.

Practical knowledge and understanding of TRICARE contract language, regional healthcare issues and initiatives, and other federal health benefits programs.

Education and/or Experience:
Associate Degree in business administration, management or health care organizations from an accredited college or university.

The following program applications are used extensively in this position. The contractor shall provide evidence of having at least two years of experience with each of the following program application:

a. MILPDS (Military Personnel Delivery System),
b. DISCOVERER/ORACLE,
c. Automatic Records Management System (ARMS),
d. Clinical Informatics Branch (CIB) data systems.
The contractor shall have at least two years of experience serving as an Air Force PEBLO within the last five years. The recency of experience requirement is mandatory as there have been numerous rapid changes in the system, to include a system redesign, since 2006, The contractor must show that they have at least two years of experience in a job in which operations are governed by DoDI 1332.38 or AF1 41-210. Additionally, the contractor shall have a basic working knowledge in reference to AFI 48-123, 10-203, 36-2110, 36-3212, 44-102, 32-3208 and 48-135.

The contractor shall have at least two years of experience with military human resource personnel actions to include the following: retention, promotions, testing, classification, retraining, retirements, separation, patient squadron reassignments.

The contractor shall have extensive knowledge and ability to apply Microsoft data applications for statistical tracking purposes.


Computer Skills:
Must have working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint), and Outlook.
